Your “bell-end” (or glans, to give it its medical name) is almost certainly not too small. Glans, like penises, come in all shapes and sizes. However, what is interesting is that although floppy penises may be very different sizes, when erect they tend to be very similar lengths. It is also worth pointing out that the size of your glans and penis will depend on what stage of puberty you are at. If you have only just started puberty, then both your glans and penis are unlikely to have reached their final size. So I really wouldn’t worry. However, if you are not reassured by this, you can always go and see your family doctor.
